Property Valuation in Galicia: Official Methods and How to Know the Real Value
What is a property valuation and when do you need one?
A property valuation is the process by which a qualified professional determines the value of a property at a specific point in time. In Spain, this process is regulated by Order ECO/805/2003, which establishes homogeneous criteria for all mortgage valuations. Understanding the difference between an official valuation and a market estimate is fundamental for any property owner or buyer in Galicia.
There are multiple situations where you will need a professional valuation: when applying for a mortgage (the bank will require it as an indispensable condition), when selling a property and wanting to set a realistic price, when inheriting a property and needing to distribute its value among heirs, when declaring taxes such as the Transfer Tax (ITP) or Inheritance Tax, or in separation and divorce proceedings where marital assets must be divided. It is also necessary in judicial foreclosure or expropriation proceedings.
Official mortgage valuation vs market value: key differences
One of the most common confusions among Galician property owners is thinking that the mortgage valuation equals the market value of their home. In reality, these are distinct concepts with significant differences that are important to understand before making major financial decisions.
| Aspect | Mortgage valuation | Market value |
|---|---|---|
| Who performs it | Valuation society approved by the Bank of Spain | Estate agent, owner, or independent surveyor |
| Purpose | Guarantee the bank the collateral value | Determine the sale or purchase price |
| Resulting value | Valuation figure (typically 10-20% below market) | Real market price based on supply and demand |
| Cost | 250-500 € (paid by the applicant) | Variable: free with estate agents, 200-400 € with a surveyor |
| Validity | 6 months from the report date | Indicative, no set legal validity |
| Regulation | Order ECO/805/2003, supervised by the Bank of Spain | No specific regulation |
Key tip: If the mortgage valuation comes in lower than the purchase price, the bank will only finance a percentage of the valued amount, not the agreed price. This may force you to contribute more of your own funds or renegotiate the price with the seller.
The three official valuation methods in Spain
Spanish law recognises three main valuation methods, each applicable depending on the type of property and market conditions. The professional valuer must choose the most appropriate method and may combine several for a more reliable result.
1. Comparison method
This is the most widely used method for residential properties and the most reliable in areas with sufficient market activity. It involves analysing at least 6 recent transactions of similar properties in the area (comparable in size, condition, age and location). The valuer adjusts for differences between each comparable and the subject property to arrive at a unit value per square metre. In Galician cities such as A Coruña, Vigo or Santiago, this method is very precise thanks to the high transaction volume. However, in rural areas of the Costa da Morte or the interior of Lugo and Ourense, finding 6 comparables can be difficult, forcing the valuer to expand the search radius or use data older than 18 months.
2. Income capitalisation method
This method is applied primarily to rental-oriented properties: commercial premises, tourist apartment buildings, or rental homes. It calculates the property value as the present value of all expected future income, discounted at a capitalisation rate appropriate to the risk and local market. In Galicia, where tourist rentals have grown significantly in areas like the Rías Baixas, this method is especially relevant for rural houses and coastal apartments with tourist licences. An apartment in Sanxenxo generating 18,000 € per year in tourist rental income with a 5% capitalisation rate would have a value under this method of 360,000 €.
3. Residual method
Used for urban land, building plots, or properties undergoing renovation. The value is calculated as the difference between the completed property value and construction or renovation costs, including developer profit. For a traditional stone house on the Costa da Morte needing a full renovation (budget of 80,000 €), if the estimated post-renovation value is 220,000 €, the residual value of the property in its current state would be 140,000 €.
How much does a valuation cost in Galicia?
The cost of an official valuation varies depending on the type of property, location and the valuation society. In Galicia, prices generally range from 250 to 500 euros for a standard home. Factors that increase the price include property size (over 200 m²), mixed-use properties, rustic properties, or remote locations that require longer travel.
| Property type | Average cost in Galicia | Delivery time |
|---|---|---|
| Standard flat (up to 120 m²) | 250-350 € | 3-5 working days |
| House or villa | 300-450 € | 5-7 working days |
| Rustic property | 400-600 € | 7-10 working days |
| Mixed-use property | 350-500 € | 5-8 working days |
| Urban land/plot | 300-500 € | 5-7 working days |
Tip: Some banks offer discounted or even free valuations if you take out the mortgage with them. Ask your bank about this possibility before hiring a valuer on your own.
How location in Galicia affects your property value
Galicia has one of the largest price variations by location in all of Spain. The difference between a beachfront property in the Rías Baixas and a house in the interior of Ourense can be up to 400%. Understanding these differences is essential for correctly interpreting any valuation.
| Galician area | Average price m² (2025) | Annual variation | Demand type |
|---|---|---|---|
| A Coruña centre | 1,800-2,400 € | +5.2% | Residential, investment |
| Vigo (metropolitan area) | 1,400-2,000 € | +4.8% | Residential, industrial |
| Santiago de Compostela | 1,600-2,200 € | +6.1% | University, cultural |
| Costa da Morte (coastal) | 1,200-2,200 € | +7.3% | Tourist, second home |
| Rías Baixas (Sanxenxo, Baiona) | 1,800-3,000 € | +8.5% | Tourist, luxury |
| Interior Lugo and Ourense | 400-800 € | +2.1% | Residential, renovation |
| Ferrol and comarca | 800-1,200 € | +3.4% | Residential |
The Costa da Morte deserves special mention for its recent dynamism. Municipalities such as Corcubión, Cee, Camariñas and Muxía have experienced price increases exceeding 7% in 2024-2025, driven by demand from foreign buyers (especially from northern Europe), improved communications via the AG-55 motorway and the growth of nature tourism. Renovated stone houses with sea views in these locations reach prices of 1,800-2,200 €/m², while homes in the interior of the same municipality can be at 700-1,000 €/m².
Factors that increase or decrease the valuation
Beyond location, many specific factors can significantly influence the valuation of a property. Knowing them allows you to anticipate the result and, in some cases, take steps to improve the valuation before the surveyor visits.
Value-boosting factors
- Sea or countryside views: +15-30% depending on view quality. A terrace with panoramic Atlantic views can add up to 30%.
- Beachfront or coastal front line: +25-40%. Properties with direct beach access are the most sought-after in Galicia.
- A or B energy certificate: +10-15% versus E or F rated properties. Energy efficiency carries increasing weight in valuations.
- Garage or parking space: +8-15%. In cities like A Coruña or Vigo, a garage space can add 15,000-25,000 € to the total value.
- Lift/elevator: +10-20% for flats on the third floor or above. Without a lift, upper-floor flats lose value.
- Recent renovation (under 10 years): +15-25%. Updated kitchens and bathrooms add the most value.
- Fibre optic and good connectivity: +5-10%. Especially valued by remote workers.
- Pedestrianised or traffic-free zone: +5-10% in urban centres.
Value-reducing factors
- Need for full renovation: -20-40%. A home not updated in 30+ years can lose up to 40%.
- No lift on upper floors: -10-15% from the 3rd floor up.
- Damp or structural problems: -15-30%. Rising damp is common in old Galician houses.
- E-G energy certificate: -5-15%.
- Excessive noise (road, industry): -10-20%.
- Lack of basic services (water, stable electricity): -15-25% in rural areas.
- Encumbrances or easements: Variable. A right-of-way can reduce 5-10%.
Online tools for estimating your property value
Before hiring a professional valuation, you can use online tools to get an indicative estimate of your property value in Galicia. These tools do not replace an official valuation but are useful for a first approximation of the market price.
- Idealista (valuation tool): Offers a free estimate based on market data and published listings. Allows adjustment for property characteristics. Accuracy: ±15-20%.
- Fotocasa (Price Index): Provides average price per m² by area and property type. Useful for comparing neighbourhoods and Galician municipalities.
- TINSA (IMIE): The Spanish Real Estate Market Index from TINSA is one of the most reliable references. Publishes quarterly data by province and market types (capitals, coast, metropolitan).
- Ministry of Transport and Sustainable Mobility: Publishes housing price statistics by province with registered transaction data. The most comprehensive official source.
- Land Registry (catastral reference): The cadastral value does not equal market value (typically 30-50% lower), but serves as a minimum reference and is useful for tax calculations.
- Spanish Registrars: Publish quarterly reports with average registered sale prices by province.
Important: Online estimates are indicative only. For formal transactions (mortgage, inheritance, sale), you will always need a professional valuation from an approved valuation society.
How to choose a good valuer in Galicia
Choosing the right professional can make the difference between a fair valuation and one that does not reflect market reality. Follow these criteria to select the best valuer for your property in Galicia:
- Verify approval: Only valuation societies recognised by the Bank of Spain can issue valid mortgage valuations. Check the register on the Bank of Spain website.
- Local experience: A valuer who knows the Galician market, especially your specific area (Costa da Morte, Rías Baixas, interior), will produce a more accurate valuation. Ask how many valuations they have carried out in your municipality.
- Compare quotes: Request at least 2-3 quotes. Prices vary between valuation societies and savings can be 50-150 €.
- Delivery time: If you are in a hurry (e.g., the mortgage offer has an expiry date), make sure the valuer can deliver the report within the required timeframe.
- Methodological transparency: A good valuer will explain which method they used and which comparables they selected. If the result surprises you, you can request clarification.
How banks use valuations in mortgage lending
Banks use the valuation as their primary risk management tool. When you apply for a mortgage, the financial institution orders an official valuation (at your expense) to determine the value of the property that will serve as loan collateral. The ratio between the loan amount and the valuation figure is known as the Loan-to-Value (LTV) ratio.
According to Bank of Spain regulations, the maximum LTV for a mortgage on a primary residence is 80%, although many institutions offer up to 90% with additional guarantees. If the valuation comes in below the purchase price, your actual LTV increases, which may force you to contribute more of your own capital. For example, if you buy a house in Corcubión for 200,000 € but the valuation is 170,000 €, the bank will only finance 80% of 170,000 € = 136,000 €, not the 160,000 € you expected.
Professional tip: Prepare your property before the valuer visits. Clean, tidy up, fix visible minor defects, have documents ready (title deeds, habitability certificate, energy certificate, licences) and ensure the valuer can access all rooms. A good impression can positively influence the final result.
