Empadronamiento in Galicia: Step-by-Step Guide for Foreigners

What is empadronamiento and why it matters

The empadronamiento (municipal register) is the registration of your address at the Town Hall of the municipality where you live. In Spain, it is both a right and an obligation: everyone residing in a municipality must register, regardless of nationality or legal status.

For foreigners buying property or settling in Galicia, empadronamiento is essential because it provides:

  • Public healthcare access: You get the individual health card (TSI) and access to the Galician health system (SERGAS).
  • School enrollment: You need the empadronamiento certificate to enroll children in public schools.
  • Tax residency: Registration is a key indicator the tax authority uses to determine your tax residency in Spain.
  • NIE and residency applications: Required document for residency card applications.
  • Municipal services: Access to libraries, sports centers, social programs, and senior services.
  • Voting in local elections: EU citizens and citizens of countries with agreements can vote in municipal elections if registered.

Required documents

For EU citizens

  1. Passport or national ID (valid)
  2. EU citizen registration certificate (green certificate from the Police Station)
  3. Proof of address: rental contract, property deed, or signed authorization from the property owner with their ID and empadronamiento
  4. Registration form (available at the Town Hall or downloadable)

For non-EU citizens

  1. Passport (valid with visa or entry stamp)
  2. NIE (Foreigner Identity Number)
  3. Proof of address (rental contract, property deed, or utility bill in your name)
  4. Registration form

Additional documents by situation

  • Property owner: Property deed or nota simple from the Land Registry
  • Renting: Registered rental contract and last paid receipt
  • Staying with family/friends: Signed authorization from the owner + copy of their ID + their empadronamiento certificate
  • Minors: Family book or birth certificate + minor's ID/passport

Where to register in Galicia

Registration is done at the Town Hall (Concello) of your municipality. Most Galician town halls require an appointment (cita previa).

Corcubión Town Hall

Concello de Corcubión (Plaza Mayor, 1). Monday-Friday 9:00-14:00. Phone: 981 757 001. With ~1,500 registered inhabitants, the process is quick (15-20 minutes with all documents).

Cee Town Hall

Concello de Cee (Praza da Constitucion, 1). Citizen Services area. Phone: 981 746 001. Cee has the most services in the area (hospital, schools, shops), so more volume. Appointment recommended.

Fisterra Town Hall

Concello de Fisterra (Praza da Constitucion, 1). 9:00-14:00. Phone: 981 740 001. Being a Camino de Santiago destination, staff is accustomed to foreigners and usually has basic English.

Timelines and process

The legal deadline to register after establishing residence is 3 months. The process:

  1. Gather all necessary documents
  2. Request appointment at Town Hall
  3. Attend with original documents and copies
  4. Complete the registration form
  5. Receive your empadronamiento certificate (usually on the spot)

Cost: Completely free. Duration: 15-45 minutes.

Renewal

NationalityValidity periodRenewal process
EU citizens2 yearsAutomatic if town hall confirms residence
Non-EU (with residency)5 yearsMust confirm residence at town hall
Non-EU (without residency)2 yearsRenew with same documents

If you don't renew, the town hall may remove you from the register, affecting access to services and causing problems with NIE or residency card renewal.

Empadronamiento and tax residency

Registration has direct tax implications. The tax authority considers empadronamiento as an indicator of tax residency. The main rule is the 183-day rule:

  • Over 183 days/year in Spain = Spanish tax resident (tax on worldwide income)
  • Under 183 days = non-resident (tax only on Spanish income)

Registration doesn't automatically make you a tax resident, but it's a presumption the tax authority can use.

Common mistakes

  • Not registering at all: Missing out on healthcare and services
  • Registering in two places: Only one municipality allowed
  • Not renewing: Can result in removal from the register
  • Incorrect address: Must match your actual residence exactly
  • Not updating changes: Must update if you move within the same municipality

Empadronamiento vs NIE

  • NIE: Your tax identification number. Obtained at the Police Station. Required for buying property, bank accounts, etc.
  • Empadronamiento: Your address registration at the Town Hall. Doesn't replace NIE.
  • Residency card: For stays over 90 days, non-EU citizens need the residency card, which requires both NIE and empadronamiento.

Online appointments

For larger Galician municipalities:

  • A Coruna: coruna.gob.es/cita-previa
  • Vigo: vigo.gob.es/padron
  • Santiago: concellodesantiago.gal
  • Costa da Morte: Small town halls usually attend by phone or walk-in

Conclusion

Empadronamiento is a simple, free procedure that opens the door to essential services in Galicia. For foreign property owners, it's especially important for healthcare access (SERGAS), schooling, and as proof of residence. Don't postpone it: gather your documents, book an appointment, and complete it in one morning.
